LA County’s High Road Training Partnerships (HRTPs) connect local jobseekers to paid training, real work experience, and direct pathways to good-paying jobs and businesses to a qualified talent pool, at no cost.

The program connects workers from historically excluded communities to good, living-wage jobs through customized training, aiming to serve over 1,800 workers as the region prepares for major events like the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. The Western States Council of SMART and our affiliates at Local 105 and the SoCal Sheet Metal Apprenticeship are featured as an example of a strong HRTP in action, showing how aligning apprenticeship training with real, long-term employment builds a skilled, resilient workforce and creates lasting opportunity for both workers and employers.
